Otlubayir ranks 119th by electorate among the 124 localities of Ağrı. The neighborhood has a single ballot box, and 32 voters were registered there for the 2023 parliamentary election.
The neighborhood parts ways with the district as a whole. At the 2023 parliamentary election it went to AK Parti with 12 votes, while across Ağrı the leading party was Yeşil Sol Parti, with AK Parti here running 13.4 points above its district average. In the presidential runoff, 19 of 26 valid votes went to Recep Tayyip Erdoğan — 26.6 points above the district average. At the 2017 referendum 42 of 44 valid votes were 'yes' — 41.6 points above the district average.
At the 2024 local election the neighborhood went to AK Parti with 15 votes, while Ağrı as a whole was won by DEM Parti. Turnout at the 2024 local election was 97.4%, 28.3 points above the district average. The tightest race came at the 2015 parliamentary election: MHP took 19 votes to AK Parti's 15 — a margin of just 4 votes. The electorate shrank from 54 registered voters in 2011 to 32 in 2023 — a change of about 41 percent.
