Harbiye-Yukari Harbiye is one of the localities of Hatay Merkez; it had 3,928 registered voters at the 2011 parliamentary election.

CHP took 3,056 of the 3,374 valid votes cast in the neighborhood at that election (90.6%). That puts the neighborhood 24.1 points above the party's district average. At the 2010 referendum 95.1% of the neighborhood voted 'no' — 23.3 points above the district average.

The tightest race came at the 2009 local election: Demokrat Parti took 783 votes to CHP's 774 — a margin of just 9 votes.
